CONSULTING SERVICES TO DESIGN AND SUPERVISE THE LOCAL AREA NETWORK TO SELECTED COURT BUILDINGS FOR THE CITIZEN-CENTRIC JUDICIAL MODERNIZATION AND JUSTICE SERVICE DELIVERY PROJECT

REQUEST FOR EXPRESSIONS OF INTEREST

 

  1. This request for Expression of Interests follow the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB1907-04/16 of April 27, 2016.

 

  1. The Government of Tanzania through Judiciary of Tanzania has received financing from the World Bank (WB) toward the cost for implementation of the Citizen-Centric Judicial Modernization and Justice Service Delivery Project and intends to apply part of the proceeds for consulting services.

 

  1. The consulting services (“the Services”) include Designing and Supervision of Modern Local Area Network for Large-scale Modernization of Court ICT Infrastructure for Judiciary of Tanzania (LAN) to selected Court Buildings for the Citizen-Centric Judicial Modernization and Justice Service Delivery Project. “The total duration for the entire assignment is Nine (9) months whereby the first Four months will be used for survey, preparing technical design, drawings and bidding documentation and the last Five months will be used during supervision for supply, installation and commissioning of LAN.”

 

  1. The Judiciary of Tanzania now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: (a) Firm’s similar experience in Designing and Supervision of ICT infrastructure, (b) Firm’s experience in similar condition, (c) Availability of appropriate skills among staff in similar field.

 

  1. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers’, dated January, 2011 (revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

  1. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

 

  1. A Consultant will be selected in accordance with the Quality-and-Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.

 

  1. Further information can be obtained at the address below during office hours from 09.00 to 15.30 hours Dar es Salaam time Monday to Friday except public holidays.

 

  1. Expressions of interest must be delivered in written form to the address below (in person, or by mail, or by fax, or by e-mail, or by courier services) by or before 10.00hours Dar es Salaam on 8th January, 2018.
