OF late, the government of Tanzania in partnership with other African countries had a great time to publicize to citizens what is being done by different governmental institutions during the just ended ‘Public Service Week’ held in Mwanza.

It was a grand moment to most Mwanza residents as the event created a number of business opportunities to both businessmen and women living in the city centre. However; this year’s Public Service celebrations attracted a number of government institutions and parastatals that almost hit to 200 in total.

The Judiciary of Tanzania was one among the participants that took part during the Public Service Week held at CCM Kirumba grounds in the city from June 16 to 23, 2010. Being in participation therefore; the Judiciary of Tanzania had an opportunity to listen and collect citizens’ complaints and opinions concerning the Judiciary of Tanzania.

In order to collect and solve people’s problems, the Judiciary of Tanzania however; saw the great need of selecting Judicial Staff from each department to participate in the event in line with answering and solving different problems and concerns raised by people who visited the Judiciary pavilion.

This year’s Public Service Week that carried a theme titled ‘Strengthening Leadership and Management for Improved Service Delivery in Tanzania’  was officially launched by the Minister for Finance and Economic Affairs, Hon. Mustafa Mkullo, who from his speech stressed on the need for the government institutions to extend  powers towards extending the ‘Kilimo Kwanza’ (Agriculture First)  policy.
After he had officially opened the event, Hon. Mkullo had an opportunity to pass through different pavilions that were taking part in the event; of course the Judiciary of Tanzania was among the pavilions that got the opportunity of being visited by the minister who also signed the visitors’ book.


In fact, the pavilion of the Judiciary of Tanzania attracted a number of people who flowed in to listen to briefings and explanations that were being given out by the judicial staff who participated during the week’s celebrations.
A total of 2364 people paid a visit to the Judiciary of Tanzania pavilion, however; there are a number of opinions and concerns raised by different people who visited the Judiciary.

One of the concerns that were raised includes; the laws and by-laws used in courts should be changed to Swahili Language so that people of all aspects can easily understand since it is the national language.

A huge number of cases that are in courts should be given early judgment to avoid congestion of cases that are being postponed from now and then. Corruption is also one of the concerns that was presented as a problem existing in the Judiciary of Tanzania, thus; the public suggested on the need for the government to improve good working environment as a way of cutting back corruption rate in the Judiciary of Tanzania.

However; the judicial staff tried the best to educate the public about different issues in regard to the Judiciary system, some of the issues taught include; Historical Background of the Judiciary, distribution of different fliers as those of the , Primary Courts, District Courts, Regional Magistrate Courts, High Courts and some others.

All in all; the Public Service Week celebrations that existed for a week came to an end on the 23rd of June this year and was officially closed by the Minister of State in the President’s Office for Public Service and Management, Hawa Ghasia.

Speaking during the closing ceremony held at CCM Kirumba grounds, the minister pledged to Mwanza citizens that the ministry will hold another exhibition to the same region (Mwanza) following the good response shown by the region’s citizens as well as good hospitality.
“Following the great achievement of this year’s Public Service Week, I promise to bring back the next exhibitions to the same region (Mwanza) as there has been a good cooperation shown by regional administration and the public as well,” Ghasia explained.

The minister also had an opportunity to present certificates and trophies to the best government institutions where by the Ministry of Constitutional Affairs and Justice was awarded with a certificate for the ‘Systematic arrangement and precious decorations of all of its pavilions.’

Registrar Court of AppealSince the launching of the Legal Sector Reform Programme ten years ago, the Judiciary has made notable interventions in enhancing its functions in the administration of Justice and the Rule of law. Below are major findings, achievements & failures, lessons learnt and recommendations for improvement as outlined in service Delivery Survey.

The Judiciary has achieved some notable changes in the following areas: the introduction of ADR, a functioning individual calendar system for disposition of cases, establishment of effective case flow management committees at national level and lower courts,

the adoption of Client Service Charter, enhancement of supervisory mechanisms, strengthening of ethics committees, the establishment of specialised high court divisions for settlement of commercial, land and labour disputes, establishment of High Court registries, establishment of strong MIS which in turn gives birth the Judiciary Website in general.
